Chair's Report

Fellow Senators,
The Faculty Senate is assuming its rightful place in the governance of our University. We have seen two successful examples of shared faculty governance. The first, revising the tenure process: initiated by a Faculty Committee (thank you James et al), which with input from the administration resulted in comprehensive recommendations. The second, bringing the grievance procedures in line with due process, followed the same path (thank you Jim et al). You will be asked to vote on the necessary constitutional changes at this month's Senate meeting.
Faculty Senates at great universities are much more than rule-making and curriculum-setting organisms. They engage the administration in strategic and intellectual discussions. These are necessary for the long journey to "Top Ten" status. In that regard, two issues of immediate interest:
Provost Selection
A Search Committee of Faculty and Administrators is about to recommend three names to the President. I expect that during their Campus visit these individuals will want to share their vision with the Faculty, and I urge you to participate in these discussions.
Strategic Plan
President Machen has requested the Deans to engage their faculty in producing written recommendations which articulate their academic priorities. These have been received, and a new Strategic Plan is now being formulated; it will serve as a road map to "Top Ten" status. Faculty input is of course essential to its success.
I was struck by the paucity of Academic events during Homecoming. Should the Academic units organize tours and displays showing off the most important, i.e. academic, aspects of our university?

Ad Hoc Committee on Sustainability

(1) The University of Florida shall establish a university-level Office of Sustainability, effective before or during the 2005-2006 academic year, for facilitating teaching, research, service, administrative, and fundraising initiatives in sustainability.
(2) The Ad-Hoc Sustainability Committee shall remain empanelled until fall semester 2005, at which time a permanent joint-committee on sustainability shall be empanelled through amendment to the University Constitution.

Administrative Officers* identify to Provost's Office those persons holding Assistant In/Associate In ranks in their Academic Units who are not considered faculty members. |

Provost's Office notifies Administrative Officers of the names of eligible faculty and the quotas of senators for the Academic Units. |
February 15 |
Administrative Officers constitute nominating committees of faculty in their Academic Units pursuant to the guidelines set forth by the respective Academic Unit. Nominating committees should be representative of the areas of academic interest in the unit. |
March 1 |
Nominating committees shall submit lists of nominees to the Administrative Officers.
In making the nominations, proportionate representation of academic areas within the Academic Unit shall be considered. Nominating committees shall nominate twice as many nominees as there are Senate seats to be filled. |
March 15 |
Administrative Officers shall circulate the list of nominees and summon eligible faculty to a meeting at which nominations shall be called from the floor. |
April 1 |
Administrative Officers shall mail ballots to all eligible faculty members. |
April 15 |
Ballots shall be returned in order to be counted. Faculty tellers shall count the votes and provide the results to the Administrative Officers. |
April 20 |
Administrative Officers shall communicate the results of the elections to the Faculty Senate Chair. |
* "Administrative Officers" are the heads of the Academic Units as defined in the University of Florida Constitution. The Administrative Officers with their respective Academic Units are: Senior Vice President for Agriculture and Natural Resources, Institute for Food and Agricultural Sciences (IFAS); deans, all colleges except the College of Agriculture (which is represented in IFAS); Director, University Libraries; Director, Florida Museum of Natural History; and a designee of the Provost for the unit representing all faculty not otherwise represented in a college or other unit. |

PK Nair has been selected to receive the Scientific Achievement Award from the International Union of Forest Research Organization. This award recognizes distinguished individual achievements in the fields of research covered by IUFRO. Nair will receive his award in August 2005 from the International Union of Forest Research Organization at the 12th IUFRO World Congress in Brisbane, Australia. |

Mary Collins has been elected as President of the Soil Science Society of America, becoming the first woman to lead the 5,700-member International Organization. This election is a three-year commitment. |

Elaine Turner was awarded the National Award for Excellence in College and University Teaching in the Food Agricultural Sciences during the annual meeting of the National Associate of State Universities and Land-Grant Colleges. |

Howard Johnson

Microbiology & Cell Science
Howard Johnson received an honorary doctoral degree from Ohio State University. Johnson is an internationally recognized immunologist who was the first to show that molecules called interferon are important regulators of the immune system. |

The US Department of Agriculture recognized Lena Ma with a USDA Honor Award for outstanding research on phytoremediation. The Honor Awards are the federal agency's highest recognition for outstanding contributions to agriculture and the consumer. Her research showed that the Chinese Brake Fern absorbs arsenic from the soil with an amazing efficiency. |
